Representatives of national mapping, land, geodesy and statistical authorities are gathering in New York for the sixteenth session of the United Nations Committee of Experts on Global Geospatial Information Management. Side meetings began on 3 August, with the formal session scheduled for 5–7 August 2026.
The subject can sound specialised, but geospatial information is embedded in ordinary economic activity. Addresses route parcels and ambulances. Parcel boundaries support property rights and lending. Elevation and water data shape infrastructure. Satellite observations help monitor crops, fires and floods. Navigation, utilities, insurance and urban planning all depend on knowing what is where—and on different systems agreeing about it.
The strategic challenge is therefore not simply producing more maps. It is maintaining authoritative, interoperable and accessible location data as shared infrastructure. When that foundation is weak, digital services can scale while leaving physical reality poorly represented.
Location is a common key
Governments and businesses hold data in separate systems: residents, roads, buildings, businesses, assets, hazards and services. A reliable geographic reference allows these records to be connected without forcing every institution into one database. It becomes a common key across operational boundaries.
During a flood, responders need to combine forecasts, terrain, roads, population, hospitals and power assets. A logistics company needs addresses, traffic rules and facility locations. A utility needs property, network and excavation data. Each use case fails differently when coordinates are inconsistent, addresses incomplete or records outdated.
This is why the UN Integrated Geospatial Information Framework emphasises governance, standards, policy, finance and capacity alongside technology. Satellites, drones and sensors can generate abundant observations, but institutions still need rules for authority, quality, access and maintenance.
Accuracy has distributional consequences
Places that are missing or misrepresented in official data can become invisible to investment and services. Informal settlements may lack recognised addresses. Rural parcels may be poorly documented. Coastal and island states can have limited surveying capacity despite acute climate exposure.
Improving coverage can expand access to delivery, emergency response, financial services and public programmes. It can also create risk. Detailed land and population data may be used for surveillance, exclusion or contested claims. Publishing precise locations of vulnerable people or critical infrastructure can introduce security concerns.
Responsible systems need proportional access controls, clear purposes, correction mechanisms and public accountability. Openness is valuable, but not every layer should be universally exposed at full precision.
Maintenance is more important than the first map
Many geospatial projects attract funding for an initial survey or platform and then deteriorate because no institution is responsible for updates. Roads change, buildings appear, names evolve and hazards shift. A technically impressive database becomes misleading when its maintenance model is unclear.
Durable programmes define custodianship: which agency is authoritative for addresses, boundaries, transport networks or elevation; how changes are submitted and verified; and how users learn when data were last refreshed. Sustainable financing should cover field work, reference stations, software, archival systems and skilled personnel.
Private platforms can contribute imagery, routing and user-generated updates, while public authorities provide legal and civic authority. The goal should be complementarity rather than dependence on a single vendor whose formats, prices or priorities can change.
Interoperability creates the multiplier
Geospatial value grows when data can move across levels of government and across borders. Common reference systems, metadata and service interfaces reduce the cost of combining datasets. This is especially important for rivers, transport corridors, disease outbreaks and disasters that do not respect administrative boundaries.
Organisations buying location technology should therefore evaluate exportability and standards support, not only interface quality. Procurement that locks essential records into proprietary structures creates long-term switching costs and weakens public control.
Artificial intelligence adds another reason to strengthen the foundation. Models used for planning, agriculture or disaster analysis inherit errors and gaps from their spatial inputs. More sophisticated computation cannot compensate for an unrecorded road, an outdated building footprint or a biased training geography.
A map is also an operating agreement
The UN committee is designed to coordinate norms, frameworks and national capacity. Its practical significance lies in treating geospatial information as a continuing public capability rather than a collection of isolated projects.
For executives and policymakers, the useful question is not whether an organisation “has GIS.” It is whether critical location data are authoritative, current, interoperable, protected and funded to remain so. The modern economy is increasingly location-aware. Its reliability depends on a quiet layer of surveyors, standards and institutions that make the physical world legible to digital systems.
