As climate volatility outpaces public infrastructure budgets, governments and international bodies are increasingly shifting the burden of resilience downward. Furthermore, this trend threatens to exacerbate economic inequality. The New Geopolitics of Survival

Ultimately, the preparedness mandate represents a fundamental rewriting of the social contract. In the twentieth century, the modern state established its legitimacy by guaranteeing stability, public safety, and infrastructure reliability. In the twenty-first century, as planetary boundaries are pushed to their limits, the state’s role is morphing into that of a risk manager and coordinator of decentralized survival. The organizations and societies that thrive in this new landscape will not be those that rely on the promise of state-led protection, but those that successfully build localized, self-sustaining redundancy into their daily operations.
